Give the 4th official a monitor showing the tv coverage. That’s it. Every top league game has tv cameras there as the games are broadcast live somewhere in the world, so any contentious decision will automatically be replayed. The 4th official will see that and can tell the referee. The referee doesn’t need to see it because they make decisions based on what the referee’s assistants tell them, so it’s not an issue. It’s the simplest of answers as it doesn’t need testing, doesn’t need expensive extra technology, just a monitor. It may not catch everything, won’t 100% solve questions of the ball crossing the line, but it will clarify the vast majority of things, and people couldn’t really complain.
